ACCOUNTABILITY: The Employment Specialist works under the supervision of the Employment
Services Manager to develop job placements for economically disadvantaged adults, while also
providing support services to employer partners, primarily in the West Contra Costa County area.
QUALIFICATIONS:
- An Associate’s degree, or some college course work with additional work experience may substitute for the degree;
- A minimum of two years of experience in job development and placement of special populations;
- Ability to establish priorities and meet specified employment goals;
- Ability to network with the business community in strengthening employer partners and supporting their workforce needs.
- Knowledge of issues which surface in dealing with disabled or homeless persons and economically disadvantaged populations;
- Experience in making formal presentations to community businesses and agencies;
- The ability to work well independently, to organize priorities, and to produce identified outcomes;
- The ability to communicate clearly and concisely in both oral and written forms with bilingual English/Spanish capability is desirable but not required (additional compensation of 5% of salary will be provided for proven Spanish-English bi-lingual capacity);
- Familiarity with marketing tools and techniques; and
- Proof of a valid and current driver license, current auto insurance, and an acceptable Motor Vehicle Report are required.
RESPONSIBILITIES:
- Provide job placement services to an assigned caseload*;
- Develop and maintain business contacts for regular follow-up*;
- Provide retention services (post placement) to participants and employers through a responsive schedule of follow-up services*;
- Survey the community labor market and make regular direct contact with employers, marketing workforce services*;
- Assist employers to assure the successful integration of workers into the workforce*;
- Drive when necessary, including attending meetings to promote Rubicon Workforce Services to prospective employers and various community groups as assigned*.
- Provide advocacy and support services to clients and employers as needed;
- Network with collaborating agencies that have contact with the unemployed and economically disadvantaged for referrals to the program;
- Participate in case conferences and community meetings; and
- Perform other duties as assigned by the Employment Services Manager.

HOURS: This is a full-time, non-exempt position.
COMPENSATION: $33,950 to $37,400; additional compensation of 5% of salary will be provided for proven Spanish-English bi-lingual capacity.
