Rubicon is in a period of rapid program expansion which includes the development of new sites for
Workforce and Career Centers in the East Bay and San Francisco and development of new specialized programs serving TANF, GA recipients, the Homeless and other specialized populations. Additionally, much of Rubicon’s anticipated program development will include new sector focused initiatives that leverage Adult Education, Community College, and other resources to help low income individuals in distressed communities move towards self-sufficiency. Rubicon anticipates bringing on two new Workforce Services Managers supervising career center operations in new communities in the next three months, subject to final contract approval. This individual would have substantial responsibilities guiding growth in these new sites and substantial opportunity to grow with the organization during this phase of expansion. ACCOUNTABILITY: The Workforce Services Manager works under the supervision of the Director of Workforce Services, supervises staff providing employment and vocational services, and will ensure a high standard of quality employment and employment retention support services to local businesses and specialized populations served by Rubicon Programs Incorporated. This opening will serve as the WFS Manager at one of two new Career Center sites operating in either the East Bay or San Francisco. The Manager is responsible for coordinating day to day activities of employees of other divisions of Rubicon or Rubicon partner organizations based at the Career Center.
QUALIFICATIONS:
- A Bachelor’s degree in social work, psychology or a related field with at least three years of experience providing employment services to the business community and specialized populations (A Master’s degree may substitute for some of the required experience);
- Demonstrated expertise in working effectively with key agencies and stakeholders in the community, particularly those supporting special populations and employer workforce needs;
- Ability to model and reinforce industry standards and workplace professionalism;
- The ability to work well independently, to establish priorities and to meet goals;
- Extensive experience and knowledge with persons from disadvantaged backgrounds and underrepresented populations in an employment services setting;
- The ability to form and maintain positive working relationships with supervisor, co-workers, clients and community agencies;
- Experience with staff supervision in workforce development programs or systems;
- Successful experience coordinating Workforce Investment Act (WIA) funded programs, including WIA One-Stop Career services (experience in workforce development programs with demonstrated success with programs with multiple outcomes and benchmarks may substitute for this experience);
- Ability to coordinate with other Rubicon departments to ensure seamless services and support for the Career Center client services, including Rubicon legal services, housing and behavioral health services, as appropriate;
- Ability to meet program outcome goals and prepare reports for management and funders as directed;
- Excellent communication skills and computer proficiency to be able to clearly and concisely in both written, oral and electronic forms; and
- Proof of a valid and current driver license, current auto insurance, and an acceptable Motor Vehicle Report are required.
RESPONSIBILITIES:
- Represent Rubicon Workforce Services as the Manager for Career Center Operations, ensuring access for universal job seekers, intensive services, special program populations, and compliance with standards and regulations of the local Workforce Investment Board (WIB), federal Workforce Investment Act (WIA), CalWORKs, and other regulatory systems relevant to Career Center services, operations, and partnerships*;
- Oversee specialized support services for Department of Rehabilitation (DOR) and potentially other populations as new programs are developed and launched*;
- Directly supervise staff to ensure the reinforcement of industry standards in the delivery of employment and vocational services across all programs*;
- Ensure that program contract goals are met, coordinating key services with direct reporting employees and employees that have shared supervision*;
- Manage day to day site operations, including: administrative and program services, interviewing applicants, coordinating staff schedules, facilitating meetings, developing and updating materials for job preparation workshops and resources within career center*;
- Identify and ensure that staff participate in in-house meetings, training sessions, case conferences, and/or external partner organization events;
- Coordinate workforce services with mandated and non-mandated partners;
- Provide written progress reports on site activities and program outcomes as required; and
- Perform other duties as assigned by the Director of Workforce Services or other assigned supervisor.

HOURS: This is a full-time, non-exempt position.
COMPENSATION: $45,000 - $51,000 or higher, depending on qualifications and experience.
